Mark Baingana served as the Deputy Resident City Commissioner for Makindye Division in Kampala. In that role he carried the quiet but important responsibility of linking central government with local communities. He monitored programmes, coordinated state activities, and worked daily to support peace, security and better service delivery. Those who worked with him speak of a dedicated and disciplined officer who approached his duties with integrity and focus.
He was known for standing firm against corruption and land thieves. Colleagues remember him as a credible voice who was not afraid to speak out against rogue enforcement practices. He trained at the National Leadership Institute and built lasting professional friendships, often offering advice and staying in touch long after the day’s work was done. People who knew him describe a man who remained approachable even under the pressures of office.
Beyond the official title, Mark was simply a good man. He took time to listen and to help. Many ordinary residents found in him someone willing to act when help was needed. That willingness to support others without fanfare is what made him stand out. It is the mark of a public servant who understood that true service is measured not only in programmes delivered but in the quiet difference made in individual lives.
His death after a period of illness came too soon. A vigil is being held and burial arrangements point to Thursday 6 August 2026 in Ssembabule Lutunku. As family, friends, colleagues and the people of Makindye gather, they will remember a man who served with commitment and kindness.
Mark Baingana’s example remains. He showed that public office can be carried with discipline, courage and genuine care for others. In celebrating his life we honour the good he did and the lives he touched.
